Sorry, I don't have "amiibo Kuji Biki Apuri (Japan) (eShop)". But I hear you can make a .3DS with a decrypted CIA? Is that right? Or are these .3DSs different?

It looks like there was a format change on the dat, ROMs are split in multiple files.

Does anybody know which tool I should use on the ROMs to get the files that the dat wants?

Looks like they are using the RAW encrypted eshop files, These files are useless without the Encrypted or
Decrypted TitleKey (or a Ticket that contains the Encrypted TitleKey) and the seed if the game uses it.

maybe no-intro can add these files as:
<titleid.enc> (or <titleid.key> for encrypted key,
<titleid.dec> for decrypted key (not really needed, 3ds convert the encrypted key to decrypted key when installing)
and <titleid.dat> for the seed, (which is the same format the 'CIA installer' FBI uses for seed files)
inside each file would be the 16 byte binary data for the file (i.e the key or the seed)

The 'Make_CDN_CIA' program can make a CIA out of the <titleid> folder if a ticket with the
filename 'cetk' is added to the folder, this ticket can be generated using the encrypted key and titleid.

you just need to join the base url and filenames like this:
(note: you'll need to change the backslashes in the DAT filename to forwardslashes)

The .3ds format files that were previously in the DAT were decrypted/modified, you cannot use them to go back to the RAW encrypted file.

PS: These encrypted files do not compress, so pack the files with zip instead of 7zip. it will be much faster.

edit: if you have a CIA downloaded from the Eshop (with say funkyCIA etc) and CTRTOOL, you might be able to extract the files from the CIA with:

but the TMD file will not match the DAT, its missing some 'certificate' data at the end of the file (used to verify the tmd?)

Short answer is: we can discard the complete set we had and we'll have to download everything from scratch.  :(
